    Blueprint for English Language Learner Success
     
    This Blueprint was developed as a statewide framework in New York. The goal is to clarify expectations for administrators, policymakers, and teachers to prepare ELL students for success, beginning in Prekindergarten, and to lay the foundation for college and career readiness. These principles are intended to provide guidance, resources, and support to districts, schools, and teachers, as well as to promote a better understanding and appreciation of English as a New Language (ENL).
     
    Screening, Identification and Placement of ELLs


    NYS Commissioner's Regulations Part 154 describes the identification process that districts are required to implement in order to determine if a student is an English Language Learner when a student initially enrolls or reenters a New York State (NYS) public school.
